Anand Kishore is a 1997 batch IAS officer of Bihar cadre. He is undoubtely one of the most honest and hard working officers of the contemporary times. He is the man on a mission. Anand has single handedly brought repute to many organization. Nitish Kumar asked him to become the Chairman of Bihar Secondary Examination Board when the infamous Toppers's scam came to the fore in 2016. He led the Board in an incredibly efficient manner. The Board has released 2019 Intermediate result within 44 days of conducting examination - Fastest in the History.
His efficiency was on display in 2021 when all boards of the country, including CBSE, were struggling to take board exams due to the second wave of Covid - 19, Bihar board had released the final results of both 10th and 12th in the first week of April.
Anand Kishore is a man of words. Wherever he has
worked, he changed the environment. People of Nalanda and Muzaffarpur still
miss him as Mr. Kishore has worked to change the lives of people in a positive
ways as a DM in these two districts. He is a close to Nitish Kumar, but widely
regarded as a staunchly neutral officer when it comes to dealing with political
matters and politicians.
Profile of Anand Kishore
Anand Kishore was born and brought up in Bihar. He
is a Kayastha by caste. He was a brilliant student from school days. He had secured first rank in Dhanbad in the matriculation examination. Anand was a student of Bokaro Ispat School, Sector - 6.
Anand took admission in Science College, Patna for I. Sc. as he was looking forward to prepare for IIT JEE entrance examination and in those days Patna was a hot spot for IIT JEE preparation. He cracked IIT JEE in his first attempt and took admission in IIT – Kanpur. He has done B. Tech (Electrical Engineering) and M. Tech (Electrical Engineering) from IIT – Kanpur. He got offers from a multi national company, but he had to reject the offer as the posting was in the USA. He wanted to work in India. He joined a private firm and started preparation for UPSC Civil Services.

Anand Kishore had cracked UPSC Civil Services in 1995. His All India Rank was 163. His optional subjects were – Physics (Prelims) & Physics and Mathematics (Mains). A simple calculation revealed that at best he would have gotten IPS. He didn't join and appeared again in 1996. This time, he had cracked with flying colours - All India 8 rank.
Luckily, Anand Kishore got Bihar Cadre and since joining
the service he has become a matter of discussion among Biharis. Everyone
respects him. He is quite soft spoken and you will always find him smiling even
in tough situations. His endeavour to cleanse the education system in Bihar is
bearing fruits as the state is becoming the harbinger of major overhaul in the
public sector school education in India.
Patna High Court Drama
Anand Kishore had appeared in Patna High Court as he was summoned. He was wearing formal shirt and pant. The judge after seeing him had gotten infuriated and humiliated him for not wearing suit. The judge had gone overboard and was not even know the name of the training center in Mussoorie where IAS officers got trained. In the process, the judge has made a mockery of himself over the social media. Even after getting humiliated publicly, Anand Kishore was the winner.
Wife of Anand Kishore
Anand Kishore is married and the couple has two
children. His family is staying in Patna. His wife's name is Bhavana Kishore. It may be noted that he had married twice.

विषय :- कार्यालय नगर परिषद, औरंगाबाद द्वारा दिनांक 07/07/2021 को किए गए 8 अदद् दुकानों की खूले डाक से हुई बन्दोबस्ती में नगर परिषद माफिया द्वारा किए गए धांधली के सम्बन्ध में !
महाशय ,
निवेदन करते हुए सादर सूचित करना है की इस विषय से सम्बन्धित मैंने EMAIL के जरिए माननीय मुख्यमंत्री , माननीय उप मुख्यमंत्री , प्रधान सचिव, UD & HD , तथा विशेष सचिव UD & HD को अवगत करा चुका हूँ !
भवदीय को जानकारी देना चाहूँगा की प्रकाशित विज्ञापन के अनुसार इस बन्दोबस्ती की पूर्व से निर्धारित तीन तिथि 05/07/2021 , 06/07/2021 ,तथा 07/07/201 तय थी !
आवेदन जमा करने की अंतिम तिथि 03/07/2021 को निर्धारित किया गया था !
कार्यालय की सबसे बङी गलती यह है की कार्यालय कर्मी खुला आवेदन लेते हैं , जबकि नियमत: आवेदन बन्द लिफाफे के जरिए ली जानी चाहिए!
दुकान की बन्दोबस्ती में धांधली की शुरुआत यहीं से शुरू होती है , जिसमें नगर कार्यपालक पदाधिकारी की संलिप्तता से इंकार नहीं किया जा सकता ! दिनांक 03/07/2021 को एक सूचना जिसका ज्ञापांक 1047 , दिनांक 03/07/2021 सूचना पट्ट पर चिपका दिया जाता है की 05/07/2021 से होने वाली दुकानों की बन्दोबस्ती अगले आदेश तक स्थगित की जाती है , बन्दोबस्ती की अगली तिथि प्रकाशित कर दी जाएगी !
दुकानों में धांधली करने का दुसरा सबसे आसान तरीका यही है ! जब जब दुकानों की बन्दोबस्ती होती है , तो यही तिकड़म नगर परिषद माफिया अपनाते हैं और मात्र दो चार दिन के अन्तराल पर तिथि को आगे बढ़ा देते हैं , और इसी दो चार दिन के अन्दर सारे जमा आवेदन को अपने टेबल पर रख खेला शुरू कर देते हैं !!
फिर एक सूचना जिसका ज्ञापांक 1047 , दिनांक 03/07/2021 सूचना पट्ट पर कार्यालय द्वारा चिपका दी जाती है , और उसमें सारे मैटर हीं चेंज कर दी जाती है , इस सूचना में दिनांक 07/07/2021 को डाक की तिथि निर्धारित कर दी जाती है , तथा आवेदन जमा करने की अंतिम तिथि भी बदलकर 06/07/2021 कर दिया जाता है , ताकि नगर परिषद माफीया अपने मन माफिक आवेदन भर कर जमा कर सकें !!
भवदीय को ज्ञात कराना चाहूँगा की एक ही ज्ञापांक, एक ही दिनांक, की दो सूचना आखिर कार्यालय कैसे निकाल सकती है ??
08 अदद् दुकानों की बन्दोबस्ती में से 07 अदद् दुकानों की बन्दोबस्ती में सेटिंग कर अपने ही लोगों में बाँट लिया गया !!
07 दुकानों में हुई धांधली के सभी साक्ष्य मेरे पास मौजूद है , भवदीय जब चाहें , हम उसे दिखा सकते हैं !
अत: श्रीमान से कृतज्ञ प्रार्थना है की दिनांक 07/07/2021 को हुई 08 अदद् दुकानों की बन्दोबस्ती में हुई धांधली की जाँच कर उचित व विधि सम्मत कार्रवाई करने की कृपा करेंगे !!
